Should I buy a Vespa Scooter without the Brown Master Key?
Since the late 1990s, Vespa, Piaggio and Gilera scooters have been shipped with a factory fitted immobilizer system. These Vespa scooters are supplied with a Brown Master Key and a blue service key.
The term Service Key is a little confusing. The service key is actually just the normal key for daily use. The Brown Master Key should be kept somewhere safe, away from the scooter. The Brown Master Key is really only required if you lose your blue service key. The Vespa brown master key can then be used to code a new blue service key to the system.
Does it Matter if a Vespa scooter does not have the Brown Master Key?
In short, no, you can live without the Master Key as long as you have at least one working blue service key.
Because the Vespa Master Key is missing, you should negotiate a lower purchase price for the Vespa scooter. The reason for this is that you will have to get another key made to be on the safe side. Using the bike with only one key is risky because if you lose that key you will not be able to ride the scooter. Obtaining a Master Key, or getting a second blue key made will cost money.

Or, we can Clone your Existing Service Key so that you have two working service keys
Conclusion
If you intend to buy a Vespa scooter, it is not essential that it comes with the Brown Master Key.
A replacement Vespa Master Key can be obtained, or, the existing service key can be cloned so that you have two working service keys.
It is wise to allow for the price of obtaining a replacement Master Key or cloned service key when negotiating the price of the Vespa scooter.
