The Peugeot Satelis and Peugeot City star scooters both use the Magneti Marelli Immobilzier Decoder box. This unit commonly fails and you are left in the situation where you insert the key and turn the ignition on, but the immobilizer does not deactivate. So the scooter cannot be started.
